Kauswagan Week of Peace

Kauswagan: from “all out war” to “all out peace”

KAUSWAGAN, Lanao del Norte -- Five years ago, uniformed soldiers led by then Brig. Gen. Emmanuel Teodosio of 1st Marine Brigade, transformed the town hall here into a military barracks, housing artillery and an operational command post for the “all-out war” against the Moro Islamic Liberation Front (MILF).

Today, a stage has been built over the erstwhile makeshift barracks, where multi-sectoral peace advocates from government, non-governmental and town’s people gathered together to collectively remember the war and to celebrate the need for unity and reconciliation to sustain grassroots-based peacebuilding

Kauswagan is celebrating its Week of Peace.

“Five years after the war in 2000, we have gained peace and we hope to sustain this,”
said Kauswagan mayor Moamar Jack Maruhom. To recall, then President Joseph Estrada declared the “all-out war” against the MILF during his visit here on March 21, 2000.

“I trust that the government will also maintain its peace negotiation with the MILF and wish that soldiers from the 2nd Marine Brigade and the MILF are communicating and helping each other for genuine peace to prevail,” he added.

The celebration actually started on March 15 at 1 p.m., with a women’s forum discussing the role of women in conflict mediation and peace building at the municipal auditorium led by Paglingkawas, a non-governmental organization.

The following day, March 16, Paglingkawas also celebrated the International Women’s Month with a community parade and a program in the morning. At 1 p.m., students of the town had an inter-Madrasah oratorical contest for peace on the theme “Kasuda Ko Kalilintad” organized by the Municipal Interfaith Council (MIFC).

Today, March 17, around 1,000 adults and children, members of civil society organizations, provincial and municipal as well as religious leaders and visitors of the town joined in Panagtagbo sa Kalinaw (convergence of peace). They had a “pilgrimage for peace” or a walk for peace around the town at 7 a.m, followed by an ecumenical prayer.

Prominent leaders offered their messages of peace afterwards.

“I’m very happy for the local government unit in partnership with Pakigdait in continuing the Muslim and Christian dialogue,” said Imelda Q. Dimaporo, Lanao del Norte governor who graced the occasion.

“I am in support of peace initiatives like this and hope that politics will not destroy the efforts towards peace,” she added. Dimaporo said the threat of another siege is improbable. She said the provincial government has also committed to settling family feuds in the province as part of sustaining this relative peace being experienced by the townspeople.

A municipal resolution 040 in 2002 declared the week inclusive of March 17 as Municipal Week of Peace, to make this celebration an annual activity of Kauswagan.

Brig. Gen. Benjamin Dolorfino, commanding officer of 2nd Marine Brigade and Task Force Ranaw who also co-celebrated the occasion, said that they have launched Oplan Pagtambayayong which provides security mechanism for environmental, industrial security as well as development of cultural harmony and cohesiveness.

“We have helped resolve the issues of gang wars in Kauswagan and in the process was able to  make a (model) of conflict resolution,” he said.

Dolorfino said they set up the Mindanao Power Generation Coordination Committee with a component of securing the sources of electricity in Mindanao because this is a vital government installation that must be protected.

He also committed in helping settle family feuds as the Marine’s contribution in peacebuilding.

“We have two choices: continue fighting and become losers or continue working together for us to emerge as winners,” he added.

While photos from the “all-out war” were exhibited at the municipal hall, colorful drawings from the on the spot-poster making contest for peace at St. Vincent Ferrer parish compound were displayed, too.

Elementary students also presented cultural dances.

At around 11 a.m., politicians, civil society representatives, religious leaders and soldiers freed white balloons after shouting, together, “kapayapaan sa (Peace in) Lanao del Norte.”

Diosita Andot, project officer of GOP-United Nations Development Program (UNDP) on Rehabilitating Internally Displaced Persons and Communities in Southern Philippines, announced they will be implementing a complete and comprehensive package for internally displaced persons in Barangay Inudaran, Kauswagan where the 2000 war started.

“The barangay was declared as a zero population barangay in the previous years. With the Balik Inudaran program of Pakigdait, there are 30 families now that have returned,” she said.

Andot said she hopes this rehabilitation program will encourage 120 more families to return to their farms and homes. “We will rebuild Inudaran and we will be constructing 20 houses in the first two months as part of the first phase,” she said.

A representative of The Asia Foundation (TAF) also turned over a number of books to the municipality.

A Concert for Peace is schedule Thursday evening at the municipal auditorium.

Tomorrow, March 18, a cultural presentation dubbed as “Huni ug Awit alang sa Kalinaw ug Panaghiusa (Song for peace and unity) will be held in the same venue.

On March 19, Saturday, at 8 a,.m. Lakbay Kalilintad (Journey for Peace) will be held, going to barangays Delabayan and Inudaran as “emerging peace communities” in Kauswagan.

Andot said they will distributie food and medicines to victims of war in Inudaran and Delabayan in 2000 as well as of Poona Piagapo.

Hugyaw sa Kalinaw, a show of traditional sports and ballgames, will be held in Bagumbayan on Sunday.

A forum on the GRP-MILF Peace Process will be held at the SB Hall at 8 a.m. on March 21. The event is being held exactly five years after then President Estrada declared the “all-out war” against the MILF.

Gulayan alang sa Kalinaw, a showcase of Muslim-Christian Joint Gardening and Livelihood Peacebuilders’s Award Program, will be held on March 22..

“The work for peace should not be stopped,” said Andot.

Fr. Reggie Quijano, president of Pakigdait and parish priest now of Kolambugan, told MindaNews that “the five years of peacebuilding must bring offspring of goodness to the community.”

Padayon, padayon jud," (let’s continue), he said.

Picturesque Story
In the diminutive hours of March 17, 2005 at exactly 7 o’clock in the morning the people of Kauswagan, Lanao del Norte and the neighboring municipalities in the whole province of Lanao enjoined the commemoration of the Kauswagan Week of Peace which is the opposite to that of the infamous “MILF siege of the Kauswagan Town last March 2000”. The people again show their strong support for the restoration of sustainable peace and unity in the Municipality of Kauswagan. Province-wide CSO’s, PO’s GO’s and students from different schools participated and joined the parade ”Baklay sa Kalinaw” from the assembly point (Municipal ground) passing to the Saint Vincent Ferrer Parish to the Kauswagan Public Market and back to the Municipal Ground.

During the “Panagtagbo” it cant be denied that most of the participants were students, this only goes to show that more of our youth is aware and conscious of the dwindling peace situation in our country.
An interfaith invocation was considered as the befitting start of the program proper during the “Panagtagbo sa Kalinaw” The prayer were led by the Religious leaders from the Roman Catholic- Sr._________________, and from Islam Imam Mustapha Motin Sanguila.
A simultaneous Welcome Address and Opening Remarks were given by Hon. Mayor Mohammad Moamar Jack S. Maruhom and Sultan Omar B. Barandia al haj. of the Municipality of Kauswagan respectively.
